1. Zero Sales Recorded at the Open Auction

The Capital Development Authority’s open auction for five prominent hotel locations across the federal capital encountered a major roadblock, closing without a single successful transaction.

  • The Stalled Offering: The auction included hotel plot number 6 and plot number 8 in F-5/1, located at prime positions near the Marriott Hotel and the Pakistan National Council of the Arts (PNCA), measuring 4.51 acres and 3.73 acres respectively.

  • Additional Sites: The civic body also put up a four-kanal plot situated along the Srinagar Highway between the Sports Complex and Margalla Hotel—requiring special federal government approval since it lies in Zone-III where construction is otherwise completely banned.

  • Complete Lack of Bids: Alongside the F-5/1 and Srinagar Highway sites, CDA also offered a plot in D-12 Markaz and a site in the E-11 Northern Strip, but none of the plots were successfully auctioned. Officials noted that only a couple of investors purchased tokens to participate, but they too failed to offer any bids.

2. High Reserve Prices and Commercial Cautiousness

Industry insiders and market sources pointed to structural financial hurdles as the primary cause behind the poor investor turnout.

  • Reserve Price Deterrent: Sources indicated that the CDA’s high reserve prices for these multi-billion-rupee hotel plots served as a major reason for the low investor interest.

  • Historical Precedents: Both prime plots near the Marriott Hotel hold significant promise for luxury hospitality development due to their proximity to administrative headquarters and the Diplomatic Enclave. However, similar past attempts by the CDA—including efforts to attract foreign investors—have also failed to materialize.

  • Hospitality and Event Preparation: While the CDA has been motivating owners of under-construction hotels to expedite work to ensure around 4,000 A-class hotel rooms are available for upcoming major events like the SCO conference and South Asian Games, officials maintained that the plot auction was a routine proceeding separate from event preparation targets.

3. Civic Administration Response and Next Steps

Following the outcome of the hotel plot auction, the civic agency announced plans to re-evaluate market dynamics.

  • Reviewing Investor Disinterest: CDA representatives stated that the civic body will look closely into the lack of investor participation to adjust its approach for future commercial offerings.
